The Ministry of Foreign Affairs of the Exterritorial State of the Principality of Circassia and the Central Office of the State Administration of the Exterritorial State of the Principality of Circassia on a previous occasion sent you important information via their channels to the United Nations (Information Message No. A-0001/1-2020 dated 22 January 2020) regarding the declaration of independence of the proud and beautiful Circassian People in the form of the Declaration of Independence of the Virtual State of the Principality of Circassia of the 12 September 2019.
The Virtual State of the Principality of Circassia has joined the ranks of sovereign state structures fully compliant with the provisions of the Charter of the United Nations regarding the equal rights of large and small nations, and on the development of friendly relations between nations on the basis of the principle of equal rights and the self-determination of peoples.
In accordance with the Protocol No. 05/01-2022 of January 24, 2022 of the Great Free Assembly, the members of the Mejlis discussed the matter of changing the name of the Virtual State of the Principality of Circassia to the Exterritorial State of the Principality of Circassia, making changes to the Constitution - the basic law of the Principality of Circassia - and to all the fundamental constitutional legal and legislative state acts of the Virtual State of the Principality of Circassia.
As a result, the law "On changing the Name of the Virtual State of the Principality of Circassia" was approved on February 18, 2022, by His Highness the Grand Duke. The law is based on the principles of the rule of law, the extraterritorial legal field, and the principles and norms of international law.
The independence of the Exterritorial State of the Principality of Circassia is a guarantee of the existence of the Circassian Nation. It is also a guarantee of the existence of the Beneficiary - National Market Economy. There can indeed be no Nation without the existence of the economic Space of the historical Circassian People of the Exterritorial State of the Principality of Circassia.
With this letter, I wish to express to you my deep respect and desire to strengthen relations between nations, and also to take measures to preventing confrontation in international, inter-republican and inter-ethnic relations, while at the same time defending the interests of the People of the Exterritorial State of the Principality of Circassia.
The Exterritorial State of the Principality of Circassia, as represented by Us, the Grand Duke, as the living bearer of the sovereign rights of the Circassian People and the issuer of the exterritorial rights of the historical Circassian People, does not belong to any political party nor does it pursue any political goal. The Exterritorial State of the Principality of Circassia, in the aims of effectively preserving its identity, way of life, language, culture, as well as to ensure its free development, while respecting jurisdictional and legal symmetry, is concerned only with developing its economy, in order to improve the welfare of its People, to support competitiveness, develop human capital and improve the environmental situation for balanced economic development.
The Declaration on the Principles of International Law of 24, October, 1970, sets out the principle of equal rights and self-determination of peoples as enshrined in the Charter of the United Nations. All peoples have the right freely to determine their political status without external interference and to pursue their economic, social and cultural development, and every State has the duty to respect this right in accordance with the provisions of the Charter.
Any People desirous of promoting economic development, in accordance with the United Nations Declaration on the Rights of Indigenous Peoples of 13 September 2007, has the right to conduct financial and economic activities. As such we appeal to the United Nations and to you personally, Your Excellency, with a request to assist the Circassian people in the formation of the financial and banking system of the Exterritorial State of the Principality of Circassia.
Please allow me to express our hope in the development of active cooperation between the United Nations, through you, and the Exterritorial State of the Principality of Circassia, aimed at preserving the exterritorial integrity of the Circassian people and cooperation in maintaining world peace.
