PRINCIPALITY OF CIRCASSIA
Historical Background
The Circassians are a most ancient people whose history, according to many researchers from different countries, is rooted in time immemorial. The social legacy and cultural influence of historical Circassia, and the history of the Circassian People bear witness not only to highly developed societal relations and the special form of state relations of the historical Circassian nation, but also the role of Circassia in the history of Egypt, Russia and Turkey.
Since ancient times the Circassian People have possessed both symbols of statehood and recognition by other states. This has been evidenced by a variety of authoritative sources, including governmental documents of the Russian Empire, Great Britain, France, Poland, the Ottoman Empire, Georgia, the Safavid Empire (Ancient Iran) and others. However, another important fact relates to July 1557 when a military and political alliance was concluded between the Circassian People in the person of the Circassian Dukes and Russia.
During that historical period, there existed in Circassia an institution of the Grand Power in the person of the Dukes and the Grand Duke. According to the terms of the alliance between Circassia and Russia, the parties undertook to assist each other in domestic and foreign policy.
Historically, the Circassian people have always played an important role in preserving peace and harmony between countries. This is a role which the Exterritorial State of the Principality of Circassia is trying to fulfil today. Today, a Circassian diaspora lives in more than 50 countries: Turkey, Jordan, Syria, the United States of America, Egypt, Germany, Iraq, Libya, Israel, Iran, Japan, Australia, Saudi Arabia, the United Arab Emirates and many others. The diaspora numbers more than 8.5 million people.
After having been divided for centuries, the representatives of the Circassian people who live on different continents and in different countries, are now are able to unite within the framework of the exterritorial law within the Exterritorial state of the Principality of Circassia. This will enable them effectively to preserve their identity, way of life, language, culture, as well as to ensure their free development, in compliance with jurisdictional and legal symmetry, as well as to promote the economic development and growth of state Education.
The well-known Circassian Public Fund for Assistance in the Preservation and Development of Historical, Cultural and Spiritual Values known as the "Tsar's Way" has been actively involved in the restoration of Circassia's statehood. Irrefutable evidence of the statehood of the Circassian People can be seen in historical references going back for more than 460 years, archaeological excavations funded by the Novospassky Monastery Foundation in Moscow, Russia (the ancestral tomb of the Romanov Dynasty and Circassian Dukes of Cherkassy), and the memorial plate recently installed here. Historically, the Circassian People possessed all the attributes of the civilized state.
On September 12, 2019, the People's Assembly proclaimed the Declaration of Independence of the proud and vibrant Circassian People in the form of the Virtual State of the Principality of Circassia with constitutional Monarchy as a form of government.
This document expressed the will of the Circassian People, according to which:
* The People of the Principality of Circassia have the exclusive right to own, use and dispose of their national heritage;
* The sovereignty of the People of the Principality of Circassia is lies in the Constitution of the Virtual state of the Principality of Circassia.
In accordance with Protocol No. 05/01-2022 of January 24, 2022 of the Greater Free Assembly, the members of the Majlis discussed the matter of changing the name of the Virtual State of the Principality of Circassia to the Exterritorial State of the Principality of Circassia, making changes to the Constitution - the basic law of the Principality of Circassia - and to all the fundamental constitutional legal and legislative state acts of the Virtual State of the Principality of Circassia.
As a result, the law "On changing the Name of the Virtual State of the Principality of Circassia" was approved on February 18, 2022 by His Highness the Grand Duke. The law is based on the principles of the rule of law, the exterritorial legal field, and the principles and norms of international law.
On March 30, 2022, His Imperial Majesty the Emperor Royal of the Imperial Constitutional Monarchy of Ukraine, Oleg Alekseevich Brylev, established the Department of the Exterritorial Economic Space of the Historical Circassian People as part of the Imperial Chancellery of the World International Exterritory of his Imperial Highness. This department is endowed with high diplomatic international status and His Imperial Majesty granted to His Highness the Grand Duke of the Principality of Circassia, Aslan Akhmedovich Haji Mustafa, the status of Head of the Department and Official Representative of all the historical Circassian People. The exterritorial integrity of the Department is guaranteed by ISIC international classification standards in the KVED (Economic activity indicator) 99.00.0 regime.
General provisions
According to international rules, the Sovereignty of any country or state is determined not by a document declaring Sovereignty, but by the Sovereign – the living bearer of Sovereign Rights (the holder of the legal link of the Circassian People with GOD). In the Exterritorial State of the Principality of Circassia, in accordance with the Protocol of the People's Assembly No.1 of July 28, 2019, the living bearer of the sovereign rights of the Circassian People, as well as in accordance with Regulation No. 30-03-22 of March 30, 2022 of the Imperial Chancellery of the World International Exterritority of His Imperial Majesty Oleg Alekseevich Brylev, His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia, Aslan Akhmedovich Haji Mustafa, became the issuer of the exterritorial rights of the Historical Circassian People.
The existence of the economic space of the historical Circassian Nation cannot function under the conditions of arbitrariness, nor can it function under the conditions of self-government. Industrial social process, commercial social process, communal social process, domestic social process, productive social process and reproductive social process are subject to administration, management and regulation. His Highness, in accordance with the provisions of the Constitution of the Exterritorial State of the Principality of Circassia forms the national Government.
The Exterritorial International Headquarters of the Official Representative Office of the Historical Circassian People is the international Diplomatic Business Office of the Circassian People, which is located at the address: Russia, 610047, Kirov region, Kirov, Ordzhonikidze, 8A.
The Exterritorial State of the Principality of Circassia:
* is a subject of international exterritorial law;
* does not have the status of a legal entity.
The subjects of the Exterritorial State of the Principality of Circassia are the Circassians who are the Sovereign People of the Principality of Circassia.
Internal organizational and legal structure
The internal organizational and legal structure of the Principality of Circassia is established by the Working Body of the State Administration. This is the Governmental Committee on State Organization, the composition of which is appointed from among the Counsellors of His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia.
Political Influence
There is no political influence upon the Exterritorial State of the Principality of Circassia.
Jurisdictional Influence
The Exterritorial State of the Principality of Circassia has no jurisdictional influence and is independent of the laws of any jurisdictions.
People's Sovereign Bank of Circassia
In accordance with Decree No.21 of 16 December 2021 of His Highness, the People's Sovereign Bank of Circassia was established. In accordance with the Law of 20 January 2022 on the People's Sovereign Bank of Circassia, the Principality of Circassia is active in the economic indices of credit, crediting, debt, and indebtedness beyond the economic currency space of the People's Sovereign Bank of Circassia of the Exterritorial State.
Bank Chart of Accounts
The Exterritorial State of the Principality of Circassia has its own bank chart of accounts.

Financial and banking system transactions
The financial and banking system of the Exterritorial State of the Principality of Circassia is aimed at:
* operating with commodity produce (clientelle), commodity products (clients), products (beneficiaries), product (counter-beneficiaries), resource (agents), investments (counter-agents);
* does not operate with goods (easement).
The financial accounting of operations of the Exterritorial State of the Principality of Circassia has no relation to the currency information system.
Functions of the financial and banking system
The financial and banking system of the Exterritorial State of the Principality of Circassia intends to perform the following functions:
* transformation (conversion) of foreign commodity relations into foreign property (внешнемайновые) relations and vice versa (vneshtovar-vneshmaino, vneshmaino-vneshtovar).
* transformation (conversion) of international financial relations into international monetary relations and vice versa (international financial credit - international monetary credit, international monetary credit - international financial credit).
* transformation (conversion) of indices of digital sums into indicators of numerical porto, and, vice versa, directly through intermediate values of digital sums- numerical porto or intermediate values of numerical porto - digital sum.
* transformation (conversion) of synthetic accounting into analytical accounting and, vice versa, directly through intermediate synthetic-analytical accounting or intermediate analytical-synthetic accounting.
Infrastructure of the financial and banking system
Building the market infrastructure of the financial and banking system of the Exterritorial State of the Principality of Circassia, based on franchisor-porto markets and franco-porto markets.
Monetary system
In accordance with the United Nations Declaration on the Rights of Indigenous Peoples dated September 13, 2007, the exterritorial State of the Principality of Circassia has established its own monetary system. Domestic economic activity
The domestic economy activities of the Exterritorial State of the Principality of Circassia are carried out pursuant to the All-Union classifier of "Branches of the national economy".

The external economic activity of the Exterritorial State of the Principality of Circassia is carried out according to the international classification ISIC in the mode 98.00.0.
The external economic activities of the Exterritorial State of the Principality of Circassia are regulated by the Department of State Administration, responsible for external trade and economic cooperation, and by the Treasury of His Highness.
Reporting of the Exterritorial State of the Principality of Circassia
All reporting related to the exterritorial economic activities is provided to His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia within the framework of the Greater Free Assembly.
Representations and Exterritorial - International Headquarters of the Official Representation of the Historical Circassian People
The representations of the Exterritorial State of the Principality of Circassia and the Exterritorial International Headquarters of the Official Representative Office of the Historical Circassian People are formed and operate in the manner determined by the Regulation of the Decree on the Establishment of the Exterritorial International Headquarters of the Official Representative Office of the Historical Circassian People No. 19/FD-2022 of March 10, 2022 and the Decree on the Approval of the Concept of Diplomatic Relations of the Exterritorial State of the Principality of Circassia No.10 of January 23, 2020.
Governance
The composition of the governance bodies of the Exterritorial State of the Principality of Circassia is approved by His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia.
International Relations
The Exterritorial State of the Principality of Circassia is a subject of exterritorial activities and independently establishes relations with other countries and peoples, regardless of any jurisdictions.
The international relations of the Exterritorial State of the Principality of Circassia are not governed by any jurisdiction. The Exterritorial State of the Principality of Circassia does not act in the interests of jurisdictions.
Law enforcement system
The Exterritorial State of the Principality of Circassia has its own law enforcement system - the Cybersecurity Office, which includes:
* The Ministry of Justice, including the Supreme Judiciary;
* The Ministry of the Interior, including His Highness' Passport Office and the Specialized Vehicle Registration Office;
* The Ministry of Defence, including the Duke’s Circassian Guard.
Legal framework of activities
The activities of the Exterritorial State of the Principality of Circassia is governed by:
* International financial law;
* International agreements;
* International treaties;
* International regulations.
Actuariate
The totality of economic relations within the Exterritorial Economic Space of the Principality of Circassia is recorded in the registers of the Actuariate of the Exterritorial State of the Principality of Circassia.
Assets
The assets of the Exterritorial State of the Principality of Circassia entered in the registers of the Actuariate of the Exterritorial State of the Principality of Circassia are inviolable and are used only with the consent of their owners.
Passport Office of His Highness
The Passport Office of His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia maintains records of the civil status of the subjects of the Exterritorial State of the Principality of Circassia – representatives of the Sovereign Circassian People of the Principality of Circassia.
Pursuant to the basic document certifying the identity of the citizen of the Exterritorial State of the Principality of Circassia
Pursuant to the Law on the Citizenship of the Exterritorial State of the Principality of Circassia of December 17, 2020, the Decree of His Highness the Grand Duke On the Approval of the Regulation on the Procedure for Considering the Citizenship of the Exterritorial State of the Principality of Circassia of December 17, 2020 No.07/DI-2020, the Decree of His Highness the Grand Duke On the Basic Identification Document of Citizens of the Exterritorial State of the Principality of Circassia of December 18, 2020 No. 11/CF-2020, as well as the Regulation on the Identification Card of Citizens of the Exterritorial State of the Principality of Circassia, approved by the Resolution of the Majlis of the Exterritorial State of the Principality of Circassia of December 22, 2020 No. 22/12-2020, in order to create the necessary conditions for ensuring the constitutional rights and freedoms of citizens of the Exterritorial State of the Principality of Circassia, Identification Card of Citizens of the Principality of Circassia has been put into effect, which is the basic identification document of citizens of the Exterritorial State of the Principality of Circassia in accordance with the standards and norms of international regulations ICAO Doc 9303, ISO/IEC 7810, ISO/10373, ISO/1444, ISO/7816. The State Administration of the Exterritorial State of the Principality of Circassia performs the function of regulating internal relations within the Exterritorial Economic Space of the Principality of Circassia.
Tax System
The tax system of the extraterritorial State of the Principality of Circassia includes:

* Tax administration
* fiscal agency in the form of a digital centralized accounting system.
Judicial System
The judicial system of the Exterritorial State of the Principality of Circassia is formed by His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia within the framework of the rule of law.
Legal status
The legal status of the Principality of Circassia is governed by the Constitution of the Exterritorial State of the Principality of Circassia, under which:
* The Principality of Circassia is a sovereign, Extraterritorial State subject to the rule of law;
* the Principality of Circassia recognizes and applies the principle of the rule of law;
* his Highness the Grand Duke is the living bearer of sovereign rights in the Principality of Circassia;
* His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia is faithful to the Circassian people, observes the unwritten Circassian Code of Honour – Habze, protects the sovereignty, independence and integrity of the Principality of Circassia.
