About the economic infrastructure of the Exterritorial – International
Headquarters of the Official Representative Office of the historical Circassian People
of the Exterritorial State of the Principality of Circassia
Your Excellency,
The Ministry of Foreign Affairs of the Exterritorial State of the Principality of Circassia presents its respect and has the honor to inform that the Central Apparatus of State Administration of the Exterritorial State of the Principality of Circassia previously sent through its channels to the United Nations important information about the Declaration of Independence of the Circassian People in the form of the Declaration of Independence of the Exterritorial State of the Principality of Circassia dated September 12, 2019 by outgoing letter No.A-0001/1-2020 from February 03, 2020.
On October 16, 2019, the Constitution of the Exterritorial State of the Principality of Circassia was adopted, the Preamble of which does not imply the formation of the Economic Infrastructure of the Circassian People in the format of any jurisdiction. There are no jurisdictions and no political expedients in the legal economic space.
According to international rules, the Sovereignty of any country or State is determined not by a document on the Declaration of Sovereignty, but by the Sovereign – the living bearer of Sovereign rights (the holder of the legal bond of an entire Nation). In the Exterritorial State of the Principality of Circassia, in accordance with the Protocol of the People's Assembly No. 1 of July 28, 2019, the living bearer of the sovereign rights of the Circassian People, as well as according to Regulation No. 30-03-22 of March 30, 2022 of the Imperial Chancellery of the World International Exterritorial, the Issuer of the exterritorial rights of the historical Circassian People and the Holder of the Title-ISIC of the International rights of the Exterritorial State of the Principality of Circassia are His Highness the Grand Duke Aslan Haji Mustafa.
Exterritory and territory are not the land area of the natural habitat of any people, they are not the borders of any state, any republic, etc. The exterritory and territory are described not by geographical concepts, but by mathematical standards and mathematical classifiers, in particular the ISIC, NACE, KISE classifiers or the standards of the Unified Rules and Customs of the International Chamber of Commerce.
The legal economic space is a legally irresistible force for any subjects of any jurisdiction. All accounting systems of any jurisdiction do not relate to the system of zero-order accounts and to the system of first-order accounts of the Financial plan of Accounts of the Exterritorial State of the Principality of Circassia.
This means that His Highness the Grand Duke of the Exterritorial State of the Principality of Circassia can freely delegate his economic infrastructure to provide technical assistance to institutional-institutional units.
The existence of the economic space of the historical Circassian People cannot function on the terms of self-government, and also cannot function on the terms of arbitrariness. The reproductive social process, the production social process, the trading social process, the communal social process, the household social process, the productive social process and the reproductive social process are subject to administration, management and regulation. His Highness, in accordance with the Provisions of the Constitution of the Exterritorial State of the Principality of Circassia, forms the Beneficiary-National Government in accordance with the Regulation on the Composition and Scope of Exterritorial Rights of the Exterritorial State of the Principality of Circassia No. UF 01/11-2022 dated November 1, 2022 (entered into force from the moment of publication on the State official resource https://gov.circassia.eu/akty ).
The Representative offices of the Exterritorial State of the Principality of Circassia, as well as the Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People of the Exterritorial State of the Principality of Circassia, are formed and operate in accordance with the procedure defined by the Provision of His Highness's Decree "on the Establishment of an Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People of the Exterritorial State of the Principality of Circassia" No.19/FD-2022 dated March 10, 2022 and Decree of His Highness "on Approval of the Concept of Diplomatic Relations of the Exterritorial State of the Principality of Circassia" No. 10 dated January 23, 2020.
The Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People of the Exterritorial State of the Principality of Circassia is located within the framework of the International Exterritorial Economic Space and is a subject of the international classification ISIC. In the international ISIC classification, there are only countries and only Peoples. According to the classification of ISIC 98.00.0, the body of foreign economic management of the Country and the People is only the Headquarters.
The United Nations and the entire world community were notified about the formation of the Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People in the Russian Federation by an Information Letter outgoing No. KNRK/392-25/05-2023 dated May 25, 2023.
The World system of Economic Spaces describes its diversity. The financial-market architecture of economic spaces can be very branched and diverse, while they can exist in parallel.
Taking into account the Classifier of Institutional Sectors of the Economy (KISE), the financial-banking system of any jurisdiction is different from the financial-banking system:
- The Titular Sovereign Circassian People (ISIC World Standard);
- Sovereign Circassian People (European Standard NACE);
- Circassian People (International Standard KICE S.2)
within the framework of the Exterritorial Economic Space of the Exterritorial State of the Principality of Circassia.
The Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People is a Non-resident-exterritorial Beneficiary and, as a non-profit unprofitable exterritorial interstate formation without the status of a legal entity, has the international code KICE S.2, ISIC 98.00.0 according to the Regulation on the Composition and Scope of the Exterritorial Rights of the Principality of Circassia dated November 01, 2022 No.UF 01/11-2022.
The provision of technical assistance by International Financial Organizations to the entities of the beneficiary-social infrastructure takes place through the International Economic Infrastructure of the Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People:
- Grand Ducal Z-Factoring Budget-Foreign Economic Server-Office Non-Resident-Intermediary-Representative Non-Banking - Financial Consortium;
- International Eurasian Financial-Banking Consortium;
- Office - Official Consulate of the Grand Ducal in the Exterritorial State of the Principality of Circassia;
- The Diplomatic Corps of the Exterritorial – International Headquarters of the Official Representation of the historical Circassian People;
- The Grand Ducal Inves-Official Representative Office of International Financial-Banking Organizations;
- The Grand Ducal Monetary-Emission Center;
- The Grand Ducal Beneficiary-National Government;
- Grand Ducal Front Office of International Financial Organizations;
- The Grand Ducal Actuariat of International Financial Organizations;
- The Main Office of the Subjects of the SPFM Z-Instatut-Z-Institution "Green Corridor";
- The Grand Ducal Chamber of Commerce of the Market Economy of the Exterritorial State of the Principality of Circassia;
- The Grand Ducal Chamber of Commerce of the Foreign Economic Market Infrastructure of the Exterritorial State of the Principality of Circassia;
- The Grand Ducal Financial Monitoring Committee;
- The Grand Ducal Cabinet of Ministers of the Institute of Interethnic Factoring.
All transit-transport movements of any goods belonging to the Exterritorial State of the Principality of Circassia through the infrastructure of the transit-transfer Z-SPFM terminal portal "Green Corridor" are an urgent need to establish international and interethnic relations between peoples and nations of different countries (who have established diplomatic relations with the Principality of Circassia).
The Exterritorial – International Headquarters of the Official Representative Office of the historical Circassian People assumes the function of the body that forms the entire system of transport indorsement and transport bills of lading throughout the communication routes of the Z-Instatut-Z-Institution "Green Corridor" (the subject and purpose of the Agreement establishing business office-agency consul-diplomatic relations).
The subjects of the Z-Instatut-Z-Institutions "Green Corridor" are functionally involved in the establishment of routes-transit-transfer foreign public-political Z-Instatut-Z-Institutional synthetic-analytical monetary-financial terminal-portal trader Servus-Client of business relations between the transnational-national infrastructure of the Law of the Exterritorial State of the Principality of Circassia "On currency and currency transactions" and the national-transnational jurisdictional infrastructure of the Order of the Ministry of Justice of the Exterritorial State of the Principality of Circassia No.KPOF20/04-2023 dated 20 April 2023.
This Z-Instatut-Z-Institution "Green Corridor" regulates the activities of:
- Subjects of international relations, namely international institutions, international organizations, representative offices of international organizations, international treaties, diplomatic missions, consular institutions, as well as foreign diplomatic, consular, trade and other official missions, international organizations and their branches with immunity and diplomatic privileges, as well as representative offices of other organizations that do not carry out business activities in accordance with the legislation of the Principality of Circassia;
- Subjects of the foreign public-political infrastructure of the Exterritorial People's Bank of Circassia, the foreign public-political infrastructure of subjects of jurisdiction, the foreign economic infrastructure of subjects of the Open Market of the Exterritorial State of the Principality of Circassia, the foreign economic infrastructure of subjects of the Priory-Market of the Exterritorial State of the Principality of Circassia and the foreign economic infrastructure of subjects of the Franco-Porto Exterritorial State of the Principality of Circassia;
- Subjects of foreign public-political foreign economic trader commodity relations of legal entities and individuals of any jurisdiction accredited in the registers of the Franco-Porto Exterritorial State of the Principality of Circassia;
- Subjects of foreign economic Servus-Client of goods-active transactions, if they participate, act on behalf of and/or on behalf of Clients, in any financial transactions and/or assist the Client in carrying out these operations;
- Subjects of private-property and actuariat-property management in housing construction financing, subjects of economic activity and corporate rights, subjects of managing costs, securities and other assets of Clients, subjects of opening and/or managing bank accounts or securities accounts;
- Subjects that carry out the attraction of costs (any funds), necessary for the creation of funds and the provision of their activities or the management of funds, subjects of management of funds, trusts, extra-budgetary trust management funds, banks, treasuries, transfer systems, transport systems, postal systems and other similar legal entities;
- Subjects of Client-advisory activity who participate, act on behalf of and/or on behalf of Clients in any financial transactions and/or help the Client plan and carry out financial transactions related to the management activities of persons who do not have the status of a legal entity;
- Subjects of buyback- buyout of a commercial product and commercial products that belong to persons from the registry infrastructure USRSAOE, the USRSAOE-USRSAOE registry, the USRSA- USRSAOE registry, the USRSAOE-USRSA registry, the USRSAOE-USRSAIT registry, the USRSAIT- USRSAOE registry and the USRSAIT registry, where USRSAOE is a Unified State Registration system of accounting for organizations and enterprises of the Exterritorial State of the Principality of Circassia, USRSAIT is a Unified State Registration System of accounting for international treaties of the Exterritorial State of the Principality of Circassia.
Invoice-factoring cargo transportation of assets along the «Green Corridors» is carried out on the basis of international bills of lading and indorsements.
Invoice-factoring cargo transportation along the «Green Corridors» is not carried out on commodity-waybills of any jurisdiction. Cargo in the form of assets of the subjects of the «Green Corridor» has no signs of currency and has no signs of currency values of any jurisdiction.
The transit of goods, transfer of goods and transportation of goods (inter-warehouse movement of goods) along the «Green Corridor» is accompanied by an international classification transport system (regardless of any transnational-jurisdictional classifications and their transport systems).
The issue of traffic flow management within the framework of the international infrastructure of the «Green Corridors» is directly related to financial flows that are carried out through the accounting grids of the Contocorrent Office-Official Budget-Treasury-Banking Non-Resident-Consul-Diplomatic Centralized Accounting.
The indorsements and bills of lading of the «Green Corridors» are not subject to monitoring or control by any authorities of any jurisdiction.
A human, his rights and freedoms are the highest value of the Exterritorial State of the Principality of Circassia. Observance and protection of the rights, freedoms of the Circassian People, citizens of the multinational Exterritorial State of the Principality of Circassia, the preservation of its spiritual-cultural historical values is regulated by the main legal Act of the Exterritorial State of the Principality of Circassia – the Constitution, by folk Kons, Canons and other Acts of the Exterritorial State of the Principality of Circassia, principles and norms of international rights, the Convention on Human Rights and Fundamental Freedoms of November 4, 1950 and the Universal Declaration of Human Rights of December 10, 1948.
According to the facts of the contractual foundations of the military-political alliance between the Russian State and the Country of Circassia, signed in July 1557, the Exterritorial State of the Principality of Circassia, as the rightsuccessor and rightful heir of the historical heritage of the Country of Circassia and the historical Circassian People, has acted, is acting and will continue to act within the framework of exterritorial right to strengthen diplomatic relations with interethnic and international communities, States, republics and countries.
Taking into account the above, the entire group of issues related to the preservation of spiritual-cultural historical values, regulation and protection of the rights of the Circassian People and citizens of the multinational Exterritorial State of the Principality of Circassia, within the framework of the Exterritorial Economic Space of the historical Circassian People is taken under the authority of the Beneficiary-National Government of the Exterritorial State of the Principality of Circassia.
Taking this opportunity, let me express the hope that active cooperation between the United Nations, represented by You and the Exterritorial State of the Principality of Circassia, represented by His Highness the Grand Duke, will develop for the benefit of preserving the extraterritorial integrity of the Circassian People and mutual assistance in preserving world peace.
